Fairly straight-forward: With mesh selected, go from Object to Weight Paint mode, the brush is just like in sculpting. The red bits have weight, the blue bits have not-so-much. If this is for something with particles attached (sprinkles on a donut!) then hide the ParticleSettings from the viewport while painting.
